Providers should determine the client’s last living residence (other than incarceration) and use this to determine the client’s County or Tribe of Financial Responsibility (CFR). Changes in eligibility coding should be sought directly from the County or Tribe of Financial Responsibility.
There are two steps for this process for clients in jail or recently discharged from jail:
The first step is to get them an “OO” code for Behavioral Health Fund eligibility. To do this for Beltrami County Residents (CFR), providers can reach out to Kellie Cole or Sharron Cooper for access to the Behavioral Health Fund/00 span requests or questions. Providers can request Behavioral Health Fund for payment on DHS Form 2780A submitted to:

via fax 218-333-4294 or email. (Providers usually just email them however receiving the requests via fax is more streamlined). Having the 1023 form completely filled out and signed by the client will expedite the eligibility request.
The second, or simultaneous, step for people in jail is done through the Financial Division Provider Line to change the Residence Code of the client. This would be necessary if the client shows a residence outside jail and treatment is to be provided in jail, or if the client shows a residence code in jail and treatment is to be provided outside jail. Residence codes may lag in changing, which is why this may apply to clients recently released. Providers can report changes if they find that their client is not coded correctly in MN-ITS. These changes/submissions, after a Behavioral Health Fund request has been submitted, should go through the provider line with as much detail as possible to ensure timely processing after a client is released (see below). If the provider does not provide all the details needed, then a worker will need to contact the provider or client for follow-up. If the facility is given as part of the details this allows a worker to contact the jail or prison to gather more information if needed.

• Provider’s name and callback number
• Client’s name/ DOB/ PMI#
• Program (Healthcare)
• Dates of incarceration (in and out)
• Facility where the client was incarcerated
The Provider Line is checked 2 x a day. This line is not answered; it is a message line only. Beltrami County Process is to call back the provider in 48 hours (2 Business Days) with either a request for more information (if that is needed to process), let them know that it has been updated, or to let them know that the information has been passed to HCEO if that is the agency that needs to update the file. (Presumably also if the client is denied eligibility for some reason.)
If there are concerns with the responsiveness from Provider Line calls after two business days have elapsed (i.e. Providers are not called with 48 hours/2 Business Days), then a call to Marten Schrage 333-8134 or Curtis Anderson 333-4199 can be made.
